The effort lives in the third party: undocumented APIs, slow approval cycles, fixed price vs time and materials data that does not match your model. Ask each bidder to list every external system, since this is the usual source of overruns.

The requirements nobody writes down can easily double the estimate. A tool used by twenty people has almost nothing in common with the same functionality handling public traffic. Compliance work, uptime targets, load handling, traceability and localisation add weeks of work. Write them down at the start or you can expect the estimate to move later.

The mix of people behind the number matters a great deal. An hourly rate tells you almost nothing on its own: one senior developer at a higher rate can be cheaper overall than two juniors who need heavy code review. Also ask who else is billed: coordination, QA, release engineering and design have to be done by someone, but these should be visible in the estimate.

The number in the proposal is rarely what you will actually spend. Expect hosting, subscriptions and licences, monitoring and a change budget each year. A reasonable rule of thumb is that ai assisted software development in active use needs a meaningful share of its original build cost every year in fixes, updates and small changes. Leaving it out of the budget remains the most common budgeting mistake.
